Mr. David Yepsen, (Director of the Paul Simon Public Policy Institute at Southern Illinois University,USA) highlighted not only the issues of the upcoming American Presidential Election, but also a few interesting quirks of the American electoral system, in particular the role of the Electoral College.
Contrary
to popular belief, it is the Electoral College that actually chooses the
president, not the voting public. Each state has a varying number of votes in
the Electoral College based on the number of seats in the House of
Representatives and senators for a given state. The smallest number of votes a
state can have is 3 (such as South Dakota and Montana) to giants such as
California (55 votes), Texas (38 votes), New York and Florida (29 votes each).
